Effective: September 1, 2006

1. Appointment of Non-Tenure-Track and Clinical Faculty

a. Non-tenure-track faculty members, including ones with a title of ‘clinical’ faculty as needed in certain academic departments or programs, often make unique contributions to the educational mission of the university. They are generally hired as full-time faculty by the university at will and have no claim to continuing appointment. They engage in work such as teaching, clinical work, supervision, program development, and/or scholarly or creative activities. In addition, they can participate in thesis and dissertation committees if they have had appropriate scholarly experience or background.

b. A non-tenure-track and clinical faculty shall be hired at the rank of Lecturer or Senior Lecturer based on appropriate qualifications.

c. Non-tenure-track and clinical faculty members are appointed by one-year contracts with renewal contingent on university and program needs and satisfactory annual evaluations. Appointments to non-tenure-track and clinical faculty ranks shall be made initially according to the following criteria:
(1) Master’s, doctoral or terminal degree as deemed appropriate for work assignments;
(2) Faculty members who do not have terminal degrees or have degrees from Texas A&M University-Commerce are generally appointed on non-tenure-track status;
(3) Non-tenure-track and clinical faculty members may be expected to possess relevant professional experience, where appropriate (e.g., teaching experience, clinical practice, supervision, and the like);
(4) A minimum of five years of relevant teaching or other professional experience for appointments as Senior Lecturers;
(5) Where appropriate, current licensure or certification in the field of clinical expertise in the professional program area without current or pending disciplinary action against the license;
(6) Interest in and commitment to engage in professional activities; and
(7) Other appropriate qualifications or skills as needed in a university program.

2. Annual Evaluation of the Non-Tenure-Track and Clinical Faculty for Reappointment

The evaluation process for non-tenure-track and clinical faculty members shall follow general principles and guidelines given in the university’s Annual Evaluation of Faculty procedure (12.01.99.R0.02). Overall, the following procedures will be used for evaluating the work of these faculty members at both departmental and college levels.

a. Departmental Review for the Annual Evaluation

(1) Department reviews of non-tenure-track and clinical faculty take place at least six weeks prior to the notification date for non-reappointments during each year of employment.

(2) Candidate for reappointment submits to the department head a portfolio of teaching, service and professional activities. The portfolio will contain the candidate’s dossier consisting of :
(a) a statement (typically not to exceed three pages) on goals, philosophies, strategies and emphases in carrying out his/her professional responsibilities in the areas of assigned responsibility;
(b) curriculum vitae; and
(c) evidence of quality performance in the areas of assigned responsibility.

(3) For the purpose of evaluating a non-tenure-track and clinical faculty performance, a department head will use the following criteria:
(a) Student evaluation of courses taught;
(b) Evaluation of faculty member’s dossier, particularly course syllabi, class assignments, use of pedagogical techniques;
(c) Evaluation of professional assignments other than teaching (lab work, field-based work, leadership, service and professional or scholarly activities, and credentials as appropriate);
(d) Feedback from department’s faculty on non-tenure-track and clinical faculty’s work; and
(e) Other criteria as appropriate for particular departments or programs.

(4) Upon review of all necessary criteria for evaluating the work of a non-tenure-track and clinical faculty member each year, as per the academic calendar, the department head will make a recommendation to the college dean regarding reappointment or non-reappointment.

b. College Review

The college dean will review all recommendations for reappointment of non-tenure-track and clinical faculty forwarded by department heads and will make recommendation to Provost and Vice President for Academic and Student Affairs (VPASA). The dean shall inform the department head and the faculty member of approval or denial of the reappointment. When the dean does not concur with the departmental recommendation, he/she will inform the department head of the reasons for disapproval.

3. Evaluation of Non-Tenure-Track and Clinical Faculty for Promotion

a. Criteria for Promotion

Non-tenure-track and clinical faculty members can be promoted from Lecturer rank to Senior Lecturer rank upon fulfillment of the requirements stated below:
(1) A minimum of five years experience at the Lecturer level.
(2) Consistent evidence of excellence in teaching.
(3) Quality of supervision of program/curriculum development and/or other activities.
(4) Evidence of continued professional development and professional activities such as presentations at professional conferences, committee involvement in the university or in professional organizations.

b. Procedures for Promotion
(1) A candidate wanting promotion shall submit a dossier to the department head that shall include :
(a) a statement [typically not to exceed three pages providing a context for review] on goals, philosophies, strategies, and emphases in carrying out his/her professional responsibilities in the areas of assigned work;
(b) a current curriculum vitae and
(c) evidence of quality performance in the areas of assigned responsibility including, but not limited to teaching, service, professional leadership, program development, and/or scholarship.

(2) For the purpose of evaluating performance of non-tenure-track and clinical faculty for promotion to the rank of Senior Lecturer, a departmental committee will be appointed by the department head in consultation with the college dean and departmental faculty as appropriate. It will consist of 3 or 4 faculty members in a faculty member’s own or related department.

(3) The departmental committee will review the candidate’s dossier of teaching, leadership, service and professional activities, and other credentials. The committee will vote on promotion. This vote and associated recommendations will be forwarded to the department head. The recommendation shall be based on the individual’s job description and appropriate performance expectations.

(4) Upon review of the recommendation for promotion by the departmental committee, the department head will make a recommendation to the dean’s office to deny or recommend the promotion. The department head’s letter will make reference to, and include as an attachment, a job description for the candidate. The dean will inform the department head and the faculty member of approval or denial of the request for promotion. When the dean does not concur with the departmental recommendation, he/she will inform the department head of the reasons for disapproval.

(5) The department head shall forward the departmental committee’s and his/her own recommendations to the college dean, who will review the recommendations and make his/her own recommendation to the Provost and VPASA who will make the final decision in consultation with the President.
